The Chartered Institute of Payroll Professionals (CIPP) policy and research team are responsible for keeping an eye on the latest changes to legislation surrounding payroll and pensions.  

Sam will provide an overview of the new legislation the Labour government is implementing, and how this will impact the work of payroll professionals.  

Attend this session to ensure you know what the latest changes are which are due to be implemented in the next two tax years, including: 

  • Lifetime provider model for pensions  
  • Reporting hours worked via RTI submissions  
  • Mandating payrolling of benefits from April 2026.

Samantha O'Sullivan

Samantha O'Sullivan is the Policy and Advisory Lead at the Chartered Institute of Payroll Professionals (CIPP). Sam is responsible for the Advisory service, who support our members by providing essential advice, support and guidance through their technical helpline. She is also responsible for the Policy and Research team who upskill the payroll industry through written articles and events, and are responsible for maintaining Government relationships, and responding to consultations and calls for evidence to push for positive change.
